Whether Loan can be provided to non-members?

No. The entire process of registration is online. The hearing proceedings for Patent registration alone will be done at Patent office.
A product or process which involves:
Novelty
Inventive step and non-obvious
Capable of industrial application
not attract the provisions of section 3 and 4 of the Patents Act 1970.
Generally it is not allowed. However, in certain circumstances, the Patent Act provides a grace period of 12 Months from the date of its publication or display in public exhibition.

The inventor himself
The assignee of the inventor
Legal representative of the deceased person
Yes. An application for Patent registration can be withdrawn at any time after its application but before it is being granted. A specific request in this regard has to be made.

Documents required for Patent registration

Name and address proof of the applicant is the basic requirement for the registration.
The Patent application in Form 1 is to be submitted.
A complete or provisional specification of patent is required to be submitted at the time of filing.
In case the application is filed by the patent Agent, power of authority to be submitted.
All the Patent documents to be signed by the applicant or patent agent along with name and date.
